Oklahoma Security Guard License Requirements

Yair AradBy Yair Arad Updated

In Oklahoma, security guards are licensed by the Council on Law Enforcement Education and Training (CLEET), Private Security Division, under the Oklahoma Security Guard and Private Investigator Act (Title 59, §1750.1 and following). Oklahoma’s training is more substantial than in many states: unarmed guards complete Phase I and Phase II and pass a state exam, and armed guards add Phase IV firearms training and a firearms exam. Licenses last three years. This guide covers the phases, exams, criminal history rules, fees, renewal and continuing education.

Quick answer

  • Regulator: CLEET, Private Security Division
  • Minimum age: 18 unarmed, 21 armed
  • Unarmed training: Phase I (20 hours) + Phase II (20 hours), then the Phase I & II state exam
  • Armed training: Phase I, II and IV (32 hours of firearms), the Phase IV firearms exam, plus Taser and OC training
  • Testing: online CLEET exams at Career Tech centers across Oklahoma
  • Term: 3 years, with 8 hours of continuing education; armed guards requalify every year
  • Fees: commonly listed as $50 unarmed and $100 armed, plus fingerprints (confirm with CLEET)

One note on hours: CLEET’s private security training page lists Phase I and Phase II at 20 hours each (40 total) and armed training at 72 hours, while another CLEET training page lists higher totals. Schools commonly schedule the unarmed course over about two to three weeks of evening classes. Confirm the current hour requirement with CLEET or your Career Tech center before you enroll.

Who can be licensed

  • At least 18 (21 for armed).
  • A U.S. citizen or legal resident with proof of lawful residency and work authorization.
  • Fingerprints taken through IdentoGO and submitted within 30 days of your online application.
  • A background that meets CLEET’s criminal history standards (below).
  • Completion of the required training and state exams.

Criminal history

CLEET looks at whether a conviction is substantially related to security work and poses a risk to public safety. Felonies involving theft, fraud, embezzlement, impersonating an officer, offenses involving minors, non-consensual sex offenses, controlled substances or firearms are treated as disqualifying. For unarmed licenses, CLEET can waive a disqualifying conviction in limited cases, for example when it occurred more than five years before the application, was an isolated incident, and you can show rehabilitation. Armed licenses are not available to anyone with a felony involving a firearm or violence, or anyone barred from firearms under federal law, including for a misdemeanor crime of domestic violence. If you have a record, contact CLEET before paying for training.

The training and exams

Phase I and Phase II (unarmed)

Phase I and II cover the role of a security guard, Oklahoma law on arrest, search and use of force, report writing, patrol techniques, emergency response, crowd control, communication and ethics. Courses are offered by CLEET-approved schools, including many Oklahoma Career Tech centers, in classroom, evening and blended formats. After training, you take the Phase I & II state exam online at one of 44 Career Tech testing locations.

Phase IV (armed)

Armed guards complete Phase IV, 32 hours of firearms training, and pass the Phase IV firearms exam, including a range qualification. The armed license also requires Taser and OC (pepper spray) training; hours vary by course. Armed guards must requalify with their firearm every year.

How to get licensed, step by step

  1. Complete Phase I and II (and Phase IV plus Taser/OC if armed) at a CLEET-approved school.
  2. Pass the state exam(s) at a Career Tech testing center.
  3. Apply online through CLEET’s licensing portal and pay the fee.
  4. Get fingerprinted at IdentoGO within 30 days of your online application.
  5. Receive your license and carry it on duty.

Working before your license is issued

Plan on waiting for your license before working as a guard in Oklahoma, and never carry a firearm on duty without an armed license. CLEET can issue a temporary license to guards licensed in another state for up to 30 days within a calendar year, without a firearms authorization, which helps employers cover short-term or event assignments.

Your authority in Oklahoma

A CLEET license gives you no police powers. Under 22 O.S. §202, a private person may arrest someone for a public offense committed or attempted in their presence, when the person has committed a felony although not in their presence, or when a felony has been committed and they have reasonable cause to believe the person committed it. The arrested person must be taken before a magistrate or delivered to a peace officer without unnecessary delay. Oklahoma also protects merchants and their employees who detain a suspected shoplifter with reasonable cause, in a reasonable manner and for a reasonable time. Your post orders may be stricter.

Renewal and continuing education

  • Term: three years.
  • Continuing education: at least 8 hours from an approved source during each licensing period (16 if you also hold a private investigator license).
  • Armed: annual firearms requalification.
  • Late renewal: a late fee applies; a license lapsed more than 30 days generally cannot be renewed and requires a new application.

Choosing a school

Oklahoma’s Career Tech centers are a practical choice: many teach Phase I and II on evenings or in blended formats and host the state exam. Ask whether the course includes exam preparation, how many students pass on the first attempt, and, for armed training, whether range fees, ammunition and Taser/OC certification are included. Employers in Oklahoma City, Tulsa, Norman and Lawton often reimburse training for new hires who stay a set period.

Getting ready for your first post

Once licensed, ask for your post orders in writing and learn the site’s emergency procedures. Practice clear, factual reports; our incident report template helps. Oklahoma weather can change quickly, from extreme heat to ice storms and tornado warnings, so know where to shelter and keep weather gear handy. First aid, CPR and AED certification are worth adding if your course did not include them.

Preparing for the CLEET exams

The state exams are the biggest hurdle in Oklahoma licensing. These habits help you pass the first time:

  • Take notes in class and review them each night. The exam draws directly from the Phase I and II material.
  • Know Oklahoma law on arrest and force. Expect questions on when a private person may arrest, what “reasonable force” means, and when deadly force is never justified.
  • Learn report-writing basics: who, what, when, where, why and how, in time order, with facts rather than opinions.
  • Understand your limits. Many questions test whether you know what a guard may not do, such as searching people without consent or impersonating police.
  • For Phase IV: study firearm safety rules and the legal limits on deadly force as carefully as your shooting. The written firearms exam counts too.

Ask your school whether it offers practice tests or review sessions before exam day, and schedule the exam soon after finishing the course while the material is fresh. If you do not pass, ask your instructor which areas to review before you retest.

Oklahoma’s security jobs are concentrated in Oklahoma City and Tulsa, around energy, aerospace and logistics employers, hospitals, casinos and campuses, and near military installations such as Tinker Air Force Base and Fort Sill. Tribal casinos and tribal government facilities may have their own security standards in addition to, or instead of, state licensing, so ask the employer which rules apply.

Moving to Oklahoma from another state

Oklahoma does not convert other states’ guard cards into Oklahoma licenses. You need CLEET training and exams. A temporary license for out-of-state licensees allows up to 30 days of work per calendar year without firearms, which can bridge the gap while you complete Oklahoma requirements.

Common reasons applications stall

  • Fingerprints not taken within 30 days of the online application.
  • Failing the state exam (study the Phase I and II material carefully).
  • A disqualifying conviction without a waiver.
  • Missing the 8 hours of continuing education before renewal.
  • Letting a license lapse more than 30 days.
