North Carolina Security Guard License Requirements

Yair AradBy Yair Arad Updated

North Carolina registers security guards through the Private Protective Services Board (PPSB), part of the North Carolina Department of Public Safety. Unarmed guards hold an unarmed guard registration. Armed guards hold an armed guard firearm registration permit. North Carolina has two features that catch new guards off guard: your employer files and renews your registration for you (you cannot apply on your own), and registrations expire every year, not every two years. This guide covers the 16-hour and 20-hour courses, fees, the probationary period, criminal history rules and renewal, checked against Chapter 74C of the General Statutes and the PPSB’s own FAQ.

Who can register

G.S. 74C-8(d) requires applicants to be at least 18 years old, of “good moral character and temperate habits,” and to have the training the Board requires. Armed applicants must also be mentally and physically capable of handling a firearm and must not be prohibited by state or federal law from possessing one.

Criminal history

North Carolina does not publish a fixed list of disqualifying crimes with waiting periods. Instead, the statute says certain convictions are prima facie evidence that you lack good moral character, which the Board weighs case by case:

  • Illegal use, carrying or possession of a firearm or other deadly weapon.
  • Illegal use, possession, sale, manufacture, distribution or transport of drugs or alcohol.
  • Assault or an act of violence.
  • Breaking or entering, burglary or larceny.
  • A history of addiction to alcohol or narcotics.

A guilty plea or no-contest plea counts as a conviction. “Prima facie” means the conviction is assumed to show bad character unless you show otherwise, so explain the circumstances, the time that has passed and what you have done since. Your application must include criminal record checks covering every place you lived in the past 48 months, plus fingerprints for SBI and FBI checks.

The training

16-hour unarmed course

Every guard must complete the 16-hour unarmed course from a Board-certified trainer. It covers the role and legal authority of a security guard, patrol and observation, report writing, emergency response, communications and professional conduct. Under the probationary rules, the training must be done before a probationary guard starts work, and the certificate goes with the registration application.

20-hour armed course

Armed guards add a 20-hour armed course. By statute the firearms training must include classroom instruction on the legal limits of using a firearm, range procedures, and firearm safety and maintenance, and you must reach the minimum qualifying score on a Board-approved target course. Before each annual renewal, armed guards complete a refresher course and requalify on the range. A firearms training certificate generally needs to be recent when the application is filed (for a dual 1-year registration, less than 180 days old).

How registration works, step by step

  1. Get hired by a licensed security company (or a registered proprietary security organization).
  2. Complete the 16-hour course (and the 20-hour armed course if armed) before you start work.
  3. Work probationary days if offered. An unarmed guard can work up to 20 consecutive calendar days on probation. Your employer must run a criminal record check first and list you on its monthly probationary roster.
  4. Your employer files your registration online with a digital photo, a criminal record check through the Board’s designated provider, a signed fingerprint release, your affidavit and public notice statement, and training certificates. Your FD-258 fingerprint card is mailed to PPS.
  5. Registration must be filed within 30 days after the probationary period ends (or within 30 days of starting work for a guard hired directly into a regular position).
  6. Receive your ID card. PPS processes most applications within 45 days and mails cards within 60 days. New applications can take longer because of the SBI fingerprint check.

What it costs

FeeAmount
New unarmed registration$68 + processing fees
New armed registration$83 + processing fees
Criminal record checkPaid to the Board-designated provider
Unarmed late renewal fee (up to 90 days late)$25
Transfer to a new employerTransfer fee
16-hour and 20-hour coursesSet by the trainer

Many North Carolina security companies pay these fees, since they are the ones filing. Ask before you are hired, and get it in writing if the company plans to deduct them from your pay.

Can you work while your registration is pending?

Unarmed: yes, in a limited way. You can work up to 20 consecutive calendar days as a probationary employee, after completing training and a criminal record check, and your employer must then register you within 30 days.

Armed: only with the Director’s prior approval, for up to 30 days while training is pending. Otherwise you must hold the armed registration before carrying a firearm on duty.

Firearms on duty

Armed guards may carry only the firearm types and calibers the Board authorizes, which include certain revolvers, semi-automatic pistols, 12-gauge shotguns and specified rifles. You may carry a personally owned firearm on duty only if you are armed-registered, the weapon is leased to your employer, and its caliber is authorized under the Board’s rules. When you leave an armed job, the permit expires and must be returned to the Board within 15 working days.

Your authority to detain in North Carolina

A PPSB registration does not make you a law enforcement officer. North Carolina allows a private person to detain someone they have probable cause to believe committed a felony, breach of the peace, physical injury to another person, or theft or destruction of property in their presence, in a reasonable manner and only until police arrive (G.S. 15A-404). In retail, merchants and their agents are protected when they detain a suspected shoplifter with probable cause for a reasonable time. Your post orders may be stricter, so learn them before your first shift and write a report every time you act.

Renewal

  • Term: one year from issuance, for both unarmed and armed registrations.
  • Who renews: your employer. Keep track of the date yourself anyway.
  • Unarmed: can be renewed up to 90 days late with a $25 late fee.
  • Armed: cannot be renewed late. Complete the refresher and requalify before it expires, or you must file a new application with the 20-hour course and a new fingerprint card.
  • Changing jobs: your unarmed registration can transfer. The new employer needs your Registrant ID and BPN from your ID card and pays a transfer fee. You can work with a copy of the transfer application while you wait for the new card.
  • Multiple employers: you may be registered with as many companies as you like.

Choosing a trainer and an employer

Because your employer files everything in North Carolina, the company you pick matters as much as the course. Before accepting a job, ask:

  • Who pays for training and registration? Many companies cover the 16-hour course and the $68 fee. Some deduct them from early paychecks.
  • Is the trainer certified by the PPSB? Training from an uncertified instructor will not be accepted with your application.
  • Will I start as a probationary employee? If so, confirm the company runs your criminal record check and lists you on the monthly roster before your first shift.
  • Who tracks renewal? Registrations last only one year. A company that renews late can leave you unable to work, and an armed registration that lapses cannot be renewed at all.
  • Is there an armed track? Armed posts usually pay more. Ask whether the company sponsors the 20-hour armed course once you have proven yourself on unarmed posts.

Security guard jobs in North Carolina are concentrated around Charlotte, Raleigh-Durham, Greensboro and the military communities near Fort Bragg and Camp Lejeune. Hospitals, universities, data centers and distribution warehouses hire both contract and in-house officers. In-house (proprietary) security departments follow the same registration rules when they are registered with the Board.

Moving to North Carolina from another state

The PPSB states plainly that out-of-state security guard credentials are not valid in North Carolina. You need North Carolina training and a registration filed by a North Carolina employer.

Common reasons North Carolina registrations stall

  • The employer missed the 30-day filing deadline after probation.
  • Missing criminal record checks for a county or state where you lived in the past 48 months.
  • The FD-258 fingerprint card was never mailed or was rejected for poor quality.
  • An undisclosed assault, larceny or drug conviction.
  • An armed registration allowed to expire, which forces a full restart.
